On January 31, the Urban League of Greater Cleveland (ULGC) and OhioMeansJobs|Cleveland-Cuyahoga County (OMJ|CC) will launch a new pilot project, Enhancing Skills for Success (ESS), a collaborative workforce program offering soft skills development and training via mobile phones with interactive videos and instruction.
